Inmate Mail Policy
Important Mail Update
Effective September 24, 2026, Muskogee County Sheriff's Office implemented a new system for sending documents, photographs and mail to inmates.
Send Messages, Photos & Documents Online
Friends and family may use the NCIC Inmate Messaging system to send messages, photographs and documents electronically to an inmate.
Visit www.NCIC.com and create an account. Messages and photographs/documents may then be sent directly to the inmate through the messaging system.
- Messages are $0.25 per message.
- Picture messages and documents are $0.35 per picture/document.
- There is no stated limit on how many electronic messages or photos may be sent to an inmate.
- Inmates may securely view electronic messages on kiosks within the facility.
Regular Inmate Mail
Beginning September 24, 2026, regular inmate mail sent directly to the Muskogee County Jail will be returned to the sender.
Regular inmate mail must instead be mailed to the following processing address:

Regular Mail Requirements
Mail sent to the processing center must follow all of the requirements below.
- All envelopes and mail must include the inmate's name and Detentions Office/booking/identifying number (SO#), as well as a complete return address.
- Only mail that is within 8.5 inches wide by 11 inches tall will be accepted.
- Mail sent to inmates may contain no more than five (5) pages. Mail containing more than five pages will not be scanned and will be returned to the sender.
- Mail is scanned on the front side only. Do not write on the back of any page. Mail containing writing on the back will be returned to the sender.
- Inmates may receive a maximum of one (1) photo per mailing.
- If more than one photograph is mailed, the entire letter and all of its contents will be returned and nothing will be scanned or delivered to the inmate.
- No legal or medical mail may be sent to the Longview, Texas processing address.
- No magazines, newspapers, bulk mail or books will be accepted at PO Box 591, Longview, Texas 75606.
- Magazines, newspapers, bulk mail and books must be sent directly to the facility where the inmate is housed in accordance with Muskogee County Sheriff's Office mail guidelines.
- Money orders sent to the regular inmate mail processing address will not be accepted and will be returned to the sender.
WARNING
Mail sent to PO Box 591, Longview, Texas 75606 for processing will NOT be returned or released after it has been processed.
Once the mail has been received and processed electronically by the inmate, the original mail will be destroyed. This includes photographs and any other items mailed to the processing facility.
By sending mail to the Longview processing address, the sender agrees that the mailed items may be destroyed after processing and understands that the items will not be returned or reimbursed.
Legal & Medical Mail
Legal and medical mail must NOT be sent to the Longview, Texas processing center.

Legal and medical mail will be handled according to the Muskogee County Detention's Office mail guidelines.
How Regular Mail Is Delivered
Once regular inmate mail is received at the central processing location, it will be scanned and electronically sent to the inmate through the inmate messaging system.
The inmate will then be able to securely view the scanned correspondence on a kiosk within the facility.
Mail that does not follow the guidelines above may be rejected or returned to the sender.
